22 – yes the hour longs are each counted as two half hours.

I think the hour longs worked so well though that it wouldn’t surprise me if next year the show moves permanently to that format.

As far as how they have gotten to 12 aired episodes, NBC has stated that the hour long episodes would count for 2 episodes each.
